ARTICLE I
Loitering; Public Assemblies; Noisy Behavior
§ 143-1. Loitering; public assemblies.
No persons shall unnecessarily congregate upon the streets or street corners nor in front of churches or public places in the village, nor shall any person or persons hold meeting or harangue or preach or conduct any meeting so as to cause any congregation or assembling of persons upon or about any streets, lanes or alleys of the village, unless permission is obtained from the Mayor.
§ 143-2. Noisy behavior in streets.
Nor shall any person be engaged in or a party in any loud or boisterous play or quarreling or yelling or use loud or boisterous language in any street or in any manner disturb the public peace in any of the streets, lanes, alleys or any public place in the village.
§ 143-3. Penalties for offenses.
A penalty set forth in Appendix C of the Code of the Village of Windsor containing the list of Fines and Penalties for the Village or fifteen (15) days of imprisonment, or both, is hereby imposed for any violation of any of the provisions of this Article.*

ARTICLE II
Dance Halls; Theaters
§ 143-4. Inspections; vacation for offenses.
The Village Police Chief or any peace officer or the Chief of the Fire Department or his assistants shall have the power to inspect any theater, moving-picture house, public hall or place for dancing and to vacate or cause such premises to be vacated whenever any provisions of any law, ordinance or rule with regard to the same is being violated or whenever any indecent or immoral act is committed or whenever any disorder of a gross or violent character takes place therein.
§ 143-5. Penalties for offenses.
Any person violating any of the provisions of this Article shall be liable to a penalty set forth in Appendix C of the Code of the Village of Windsor containing the list of Fines and Penalties for the Village or imprisonment for not more than fifteen (15) days, or both.*

ARTICLE III
Persons Disturbing the Peace
§ 143-6. Certain persons liable to penalty.
All common prostitutes, all keepers of houses for the resort of prostitutes, drunkards, tipplers, gamesters, all notorious persons threatening or who have threatened to commit an offense against the person or property of another, all persons disturbing the public peace in any way not otherwise provided for within the Village of Windsor shall be liable to a penalty set forth in Appendix C of the Code of the Village of Windsor containing the list of Fines and Penalties for the Village or by imprisonment in the Broome County jail for a period of not more than fifteen (15) days, or by both such fine and imprisonment.
ARTICLE IV
Gambling Houses
§ 143-7. Establishment or maintenance prohibited.
No person or persons within the bounds of said village shall set up, maintain, continue or keep any gambling house, faro bank, slot machine or any other instruments or devices used for gambling.
§ 143-8. Penalties for offenses.
Any person violating the provisions of this Article shall be liable to a penalty set forth in Appendix C of the Code of the Village of Windsor containing the list of Fines and Penalties for the Village or imprisonment for not more than fifteen (15) days, or both.*

ARTICLE V
Tampering With Public Property
§ 143-9. Destruction or obstruction of property.
No person shall mar, injure, remove, deface, mutilate or destroy a fire hydrant, street sign, electric light bulb or globe or other property owned by the village or throw or pile snow or ice or any other obstructing materials around or directly in front of any fire hydrant.
§ 143-10. Penalties for offenses.
Any person violating any of the provisions of this Article shall be liable to a penalty set forth in Appendix C of the Code of the Village of Windsor containing the list of Fines and Penalties for the Village or imprisonment for not more than fifteen (15) days, or both.*
