§ 21-1. Purpose and Intent.

The Village of Windsor contains areas which are subject to flooding, and the Village of Windsor has adopted a Floodplain Management District Law* to minimize the potential loss of life and property during periods of flooding. The Village of Windsor recognizes that floodplain management is a matter of concern to all residents of the Village of Windsor and that effective floodplain management requires cooperation and information between federal, state and local governments and agencies.

§ 21-2. Coordination of protection efforts.

A. To comply with Article 8 of the New York State Environmental Conservation Law and Section 1910.3 of the Rules and Regulations of the national Flood Insurance Program, the Village of Windsor shall coordinate with state and federal agencies to ensure that development within the Floodplain Management District shall have all necessary permits.
B. The Village of Windsor will notify all adjacent communities, the New York State Department of Environmental Conservation and the Emergency Management Administrator prior to any alteration or relocation of a watercourse.
C. The Village of Windsor will coordinate with state and county agencies to assure that the flood-carrying capacity within altered or relocated watercourses within the Village of Windsor shall be maintained.
D. The Village of Windsor will cooperate with the Broome County Civil Defense in developing and filing evacuation plan, indicating alternate vehicular access and escape routes for mobile home parks located within the Floodplain Management District.
E. The Village of Windsor will notify the Emergency Management Administrator in writing of any changes in the boundaries of the Village of Windsor.
F. The Village of Windsor designates the local Planning Board to prepare an annual report of the conditions within the Floodplain Management District, utilizing the report form OMB No. 63-R1546 as provided by the Emergency Management Administrator. This report shall be submitted to the Emergency Management Administrator.
